The link below includes my ruminations on the viability of Bright and Pastel eyes on this thread but if you are just interested in the result I decided to allow them here.

There are also Dark and Faded eye types however the wiki page does not list the natural occurrence percentages for those types so I cannot take that into consideration so until we have data on how common those types are I would ask no-one send a dragon with those eye types.
