The Library is nestled quite comfortably into their cove on the very edge of The Emperor's Wake. The inhabitants are mainly Imperials that handle most of the logistics and infrastructure and Skydancers who care for newcomers, not to mention their assistance bridging the gap between the often stoic Imperials and other species.
