That's all the treasure for each dragon. Only den leaders can allow access to the treasure dens. When a dragon leaves the clan to visit other clans any treasure they have will be forfeit. Flameforger deemed it so in the beginning. We may lose the dragon but his treasure will always and ultimately belongs to the clan.
