According to her claims, Rairye was brought down to Sornieth after the reality shift that caused the Site to manifest there. She must stay near it, although she never seems very happy about that. She harbors a grudge against the Foundation from their baseline reality that caused the shift to happen- she tries not to take it out on the Site, but fails often.

It is unknown if she is telling the truth about the dimensional instability affecting Sornieth that was supposedly caused by the Site disrupting the fabric of... something or another. Rairye is fond of constantly issuing cryptic warnings about their imminent destruction. She functions as a sort of guardian for them, albeit grudgingly.
