THE dragons of Spire Cliff are primarily beachcombers and fisherdrakes, rugged folk who dwell in cottages, cliffside roosts, and the ruins of an ancient watchtower. In the crumbling halls of this tower, called the Spire, the clan's most venerable dragons go about their business—here the Hoardmaster counts his coins, the Scrivener tends his library, and the Council of Five oversees the governance of the clan. Travelers, be they wyrm or beast, are made welcome by the Spirelings. Centaur traders often stop at Spire Cliff to peddle their wares, and many of the clan's fishers are friendly with the maren who dwell in the deep.

War, in other words, has not reached Spire Cliff. Yet.

But a passing traveler may note that the clan's contingent of scouts is efficient and well-manned, and that a few recruits are always on the wing. A Dunhoof envoy may switch his tail in trepidation at the guards posted in certain doorways, wings flared wide. A particularly attentive mage may sense the strange magics brewing in the Spire, energies that crawl like an itch upon her hide. And the traveler, envoy, and mage are bound to wonder, for they will find no easy answer: are the dragons of Spire Cliff preparing to weather a coming storm, or to confront it?
