The dust was added because most would consider tape drives to be outdated* tech.[/size] [size=2]*[i]While looking up reference images for this skin, I learned that tape drives are still used by companies for long term data storage to this day. Apparently physical tapes are easier to manage than cloud servers, and more reliable for long term stability(if properly stored) than hard drives.
