If you're looking for a skincent, I can get away with covering more than just the head. If you want, the tail could also be made red like it is for the tail feathers. Even then, it is very possible that it could still actually be within the accent range of coverage (which would obviously be checked prior to submission). That 30% covers a lot more than expected, but it all depends on what all you want done (which, of course, I understand it's not the entire dragon). ^^ I assume you would want the belly area to work with the Plumage gene since it would otherwise cover those feathers overlapping the chest?
Right now I accept gems, treasure, or USD. It's whatever you'd prefer to pay in! Depending on the retired familiars/apparel I might be interested in that. I do require you provide whatever blueprint is necessary, however (which you can provide after if you don't know the rough coverage it'll be; I can do a quick sample to get an estimate), so just be aware of that. :)
