I have a question

can one of my characters have the ability to copy/steal others powers and abilities for an amount of time ( there would obviously be flaws and weaknesses to balance it out)

if this is allowed I would like to make a similar character that has the ability to give temporary powers to others. (this would also have flaws)

Power: power bestowal
power info: Bebo can grant and make deals to give people powers but these powers go away and weaken the more they are used. It takes a lot of energy to give power the more powerful the power the harder it is to control and give. Bebo cannot give powers to himself. Most of the time Bebo can control what power is given but sometimes there are random gifts. He cannot give more than one power to one person at a time. If the user does not understand how to use the power it will consume them and harm Bebo. (ex someone has no idea how to use fire they burn and die in a cloud of ash and Bebo is left with a big burn somewhere)

Power: Power Replication
Power Info: OK because this is such a strong power I will give it a lot of downsides. So in order to use another's power he must learn how to control someone else's before if he doesn't the power will not work as well or it will go crazy, he doesn't need to touch them to use their power but they need to be near him like 12 feet, he can switch powers but he can't use multiple at the same time. The more powerful the power the harder it is to control. He cannot be given powers; he is only able to take/steal powers. He has no other power so if he doesn't have anyone around with a power he relies on his normal self. Physical powers are not good to copy so he doesn't do it often; these usually end painfully.
