Not quite. I use a random number generator to pick the tier (higher tiers being rarer) and then also randomly pick the prize from that tier to send.
So all tiers cost five levels per grab bag. However it's up to chance which tier, and therefore exactly which prize, you get. :) I hope that explains it better?
