Dragon: 1 in 399
Anything: 17.8%

The dragon probability is exact while the anything probability is higher since every winner has their remaining tickets discarded for drawn again. For example if 6 people go to a raffle with 2 prizes and one buys 5 tickets while the remaining buy 1 each, the chances of winning the first prize will be 50-10-10-10-10-10 but the chances of winning either prize will be 78-28.4-28.4-28.4-28.4. Will put a more detailed explanation later.
