Ancient genes will continue to be by breed. For example, the light festival may have a light tertiary for Gaolers and Banescales, while the lightning festival may have a lightning tert for Veilspun and Aberrations.
These are not confirmations of breed/tert matchups, just an example of how it will work. We do not have eleven ancient breeds for single-breed terts, nor do we have plans to create universal ancient genes like moderns have.
These genes will return to each respective festival alongside the scenes, and will not be moving to the spare inventory crates.
