This item's LAH was ~3Kg 2+ weeks ago.

Probably simple supply and demand. Since the item is limited in quantity, those with the item hold the power on its value.
It's possible a ton were listed and people kept undercutting each other. It's possible whoever listed it at 3kg mispriced it, or didn't know its value and priced it at 3kg.
If there's a ton for sale on the AH, then the price will decrease. If there's few, then the price may increase, just to see if anyone will buy it. If the lowest listing was 3kg, then 18kg, then the 3kg listing being removed (whether it was bought or expired) will cause the price to jump by itself.
When it comes to retired familiars, their prices will steadily increase over time. After all, the rate at which members with a goal of completing their bestiary joining FR increases much more quickly than the release of a specific retired familiar. Unless the item appears in Roundsey, or a bunch of people who have the item decide to sell it at the same time, expect the price to keep climbing.
