I'm pretty new to this but is there any way to change a dragon's flight? like I have an ice dragon who I want to become a wind dragon is it possible to change its flight?

No. A dragon's flight is permanent - lore-wise, attempting to change a dragon's flight would almost definitely kill them.

We don't have scrolls to change dragon's flight yet.
