'The Dragon Griaule' by Lucius Shepard. It's about an enormous 6000-foot-long dormant dragon whose immense body and subconscious emotions influence the lives of the people around him.
There is also a set of fantasy trilogies by Robin Hobb, that starts out not being directly about dragons but as the series progresses they come more into the fore as they begin to re-enter the world. It begins with
'Assassin's Apprentice', and is one of my favorite fantasy series. Not sure how well it qualifies but in the most recent 'quadrilogy' (The Rain Wilds Chronicles), the dragons are pretty much the central characters of the story.

I love just giving books and independent authors a go on my Kindle, and a few that I've enjoyed fit some of your criteria. :)
The Book of Deacon series by Joseph Lallo.

The main character gets a dragon companion fairly early on, and was a character I enjoyed. There's also a shorter book the author wrote that is more centered on a dragon, happening after the events of the main series.
The Bakkian Chronicles by Jeffrey Poole.
