Evarinya - Rally adds caster's level + 5 STR. You will be able to Rally + Eliminate everything except the Brilliant Psywurm and Mossy Cerdae, which require Scratch + Eliminate.
119 STR is required to Rally + Eliminate Brilliant Psywurm and Mossy Cerdae, but I strongly recommend against it as you will waste so many points that you won't have enough QCK to get extra turns against key monsters while still having any health left. (You can actually get to 119 STR and 72 QCK with a Tincture, but it'll leave you with a miniscule health level of only 870 if you put the remaining points into VIT, which will not serve your solo dragon well.)
Just to be able to Rally + Eliminate 2 extra monsters, losing the health buffer is really not worthwhile. Having some cases where you Scratch + Eliminate is good anyway, because you build up Breath; you won't be able to Rally + Eliminate forever because it's an eventuality that you will miss some Eliminates. Haste is very good for Breath building situations, by the way.
The 115 STR / 72 QCK / rest in VIT build is the most optimized for this two-at-once Mire strategy. :) If you deviate from that STR / QCK pattern, you will have less success on average, like the 117 STR / 71 QCK that I've seen floating around (which I believe was the original recommendation of the creators of the build, but the stats have been tested and compared since then). Without that extra point in QCK, you lose turns against the Venomous Toridae, which is one of the monsters that does the highest damage to you in the Mire. And you don't need as high as 71 QCK to get extra turns against most of the other monsters. 117 STR does let you 4-scratch Brilliant Psywurm and Mossy Cerdae, but you would try not to use those as starting packs anyway, and overall I do not believe it's worth the VIT loss for longevity to avoid as many resets or wipes. But if you like 4-Scratching those, 117 STR with 72 QCK makes you give up 7 VIT compared to 115 STR. Possible!
All of the people I know that have been trucking along just fine with the build since the most recent Mire update added some difficulty have been using the 115 STR and 72 QCK thresholds. I would definitely get used to Haste if you haven't already, because it's the ideal cast in several pack situations.
For the record, I'm not saying it's impossible to use a different build for the solo Mire strategy, but if you compare the averages over hundreds of tests between the builds, the 115 STR / 72 QCK one is the fastest, and the VIT gives some breathing room for bad luck, which is unfortunately quite common.
