Yeah, it's not enough to 1-hit Rally Eliminate Depins and Mammertees. Those require 133 STR to start. So I would recommend using Scratch with 126 STR if you want to clear through them without many problems. I personally refresh if I hit a pack of 3 of either of those and have less than 2 Eliminates worth of breath.

IF, however, there is only ONE Depin or Mammertee (or ONE Kelp tender) in the pack, and TWO of other, slightly less tanky enemies (Corrosive Depins CAN be 1-shot Rally Eliminated with 126 STR, but NOT Kelp Tenders), I attack them first and deal with the rest of the pack as normal.

Your build gave me some inspiration :) I'm trying a build of:
STR 133
VIT 6
QCK 40

It can Rally + Elim everything except the bosses, however it gives up a lot of speed to do this... I'll try a few more variations as well.
