@Maki Your list has Minor Health Potions available in every venue. But my experience in the coli indicates that Minor Health Potions only drop at Redrock Cove and lower venues, and Health Potions do not drop at venues above the Mire, only Major Health Potions. A look at the Game Database appears to support this.
