Not Imperial only clans, but [i]all [/i]Imperials. As canonically Imperials do not stick around more than two or three of their kind. Likely outright because of the risk of Emperors, and that risk being higher with the fact that their lifespan is very unpredictable and can possibly only live a decade.
It was previously known that it took at least four dead Imperials to fuse into an Emperor, otherwise there wouldn't be the power for it to happen, but with the magic surge from the Bounty of the Elements, it seems like only three are needed now.
As I've said before, this is the kind of thing you get when you decide to make your children out of dead body parts that you shoved god power into. I think it happens due to that fact. They were made from dead body parts fused in the first place, so when they once again become that, and enough of Lightweaver's essence(in the form of other dead Imperials) gathers together, it power the bodies up again. In a twisted, horrific amalgamation of form, puppeted along by a semblance of memory.
The thoughts of the creature in the beginning I take as a rotting mind, that has been long dead and souls have passed on, trying to make sense of what has happened to it. It doesn't understand what it is, or what it is doing. It sees it only as playing and eating, when it is destroying everything around it and devouring dragons.

That's a really interesting take that I never read before! But I can totally picture that, as imperials themselves coincidentally seem to be made up of body parts from different animals, despite also being based on eastern dragons. And I love the idea that Lightweaver's magic was intended to bring life or "light" into the dead, or "dark" but ended up with this cursed side effect of reanimating into a monstrosity on death. This was a detail I totally skimmed over in the Imperial's encyclopedia entry.
