Yup, I remember Undel saying it too.
So, for example, Chilleons and Croakers are Shade-controlled (because no normal flying frog will be able to use magic, right? It's the Shade ability), and Longnecks\Harpies are just fighting for their territory (which is proved in Harpy familiar description). So Beastclans aren't Shade controlled - they're just "separatists\rebels" in case of centaurs, and dragon-haters-warriors in case of other races.
(I don't know what happens if you take, for example, Serthis as a familiar. Maybe you beat some sense into it and it starts to develop some tolerance for dragons? Or maybe it just acts as a spy for its friends and is actually a wolf in sheep coat? Who knows.)

The way I saw it was that most of the weird animals were Shade Controlled/Shade Constructs, but the Beasts were just things were were fighting. So when you go into the coliseum the Noogles (for example) you fight are still Shade Baddies, but the Centaurs aren't.
