Unfortunately, there is a hefty amount to answer and thirty minutes to do so in. I will be cutting my responses down into smaller parts.
First off, response to this question:
There really is no reason. Though circumstances may play in that prevents someone from voting, like the scenario with the other game I am participating in where I unfortunately have to be absent for the last eight hours of any given day due to work schedule conflicts. But considering that aside conversation, lynching is town's major weapon, especially in all nilla or mostly nilla games, there should really be no reason to neglect on voting. Just because town did not push through a lynch does not mean mafia will abstain from killing. I do agree that going down to the base of suspicions when you are left with really no candidate of high sus is better then refuting lynching all together.
