This is Katsumi—she was originally a koi fish living in a pond at the base of a waterfall with her school. When her school began trying to swim up the waterfall, she was the only one that persisted instead of turning back or being hunted and eaten by Raptorik and reached the top. As a reward, the deities turned her into a dragon for her tenacity.
