I see Imperial wings mostly as decorations, seeing as they are based on eastern dragons who don't need wings to fly. Possibly just a focus area for the magic required for flight if anything, so if they were damaged they would still go down.
Something slapped on as a last minute addition by Lightweaver when she still had a stretch of flesh left from her body parts pile she made them out of. Just being like 'Hey, birds are also cool ... but all I have is this flesh instead of feathers ... flesh wings it is!'

[i]Ah, goodness. An even worse case. This is most unfortunate. And another multigaze too. Perhaps those extra eyes have a negative impact on other physical developments? This needs to be researched... we don't want more Imperials suffering...[/i]

They are Chinese Dragons often depicted with wings. While traditionally these wings were small and vestigial-esque (No offense to poor flightless Imperials) there are few fixed contemporary depictions. I personally consider Imperials to possibly be a modern Yingloong design?
