They aren't aware of each other being the other's charge because they are siblings, so they think it is just a desire to protect family. Eventually, though, I'm sure they'll figure it out. Jehanin promised to protect his sister wherever she goes for her duties, and Clarell, knowing he did that, managed to get reassigned to protect one of the Captains so she could be near her brother and so he wouldn't follow her to their probably deaths.
