I imagine him being a shelter from hatchlings when it starts to snow and they're still playing outside; thus explaining the never-melting snowflakes and frost on his body.

The one in the clan least affected by the freezing temperatures, Etheradst. Other dragons will find him sitting perfectly still in a blizzard, seemingly unaware of the icicles forming in his fur. Those less comfortable in cold weather (why they live in the coldest territory is a mystery) wonder if he is mad and that would be a fairly accurate observation, actually.
