Set new cat's levels to 3. Set new kit's levels to 1.
If there is ever a tie, generate a random number. Whoever's number is picked is chosen.
If two cats have a relationship, use Sparrow's Garden to generate half the kits and the Generator to generate the other half. Round down.
Protectors can only heal one Leader 5 times, giving a Leader 5 pseudo-lives.
If any cat passes the current Leader's level, the Leader must be exalted and the other cat made the new Leader. If two cats have done so, flip a coin. Whoever wins is the challenger. Protectors cannot heal the previous Leader.
If the Leader ever is exalted, the highest-leveled cat is the new Leader. If there is a tie, the oldest cat is the new Leader. If there is a tie in age, flip a coin. Whoever wins is the new Leader.
If a cat reaches age 110, they die peacefully of old age.
Each Colony will have 1 Protector. Protectors have healing magic, and can heal any illness or wound - they can even bring Leaders back from the dead. Aaaand, we're up! I'm so excited for this project, but I have stuff to do right now and I've already blown through more than half of the available time I have to sleep for tonight.
I'd like to give big thanks and credit to

1. Coal - 3 - Fails
2. Mud - 3 - Fails
3. Ember - 8 - Passes

Oh man. Oh man. I didn't think I would loose the Divine Leader this soon. Oh man.
Ember is the new Leader.
Get ready for some lore in a bit!
Lore
CW: Character death.
Life was going good. Sheep knew to never doubt Coal and her ability to lead. She had even convinced another albino cat, Lila, to join their Colony. It took several days - but eventually the hairless queen joined. Their little band of winged cats was healthy. Even Ember's abrasive temperament was peeling.
Sheep loved his sister dearly. While they had raised each-other, Coal had definitely been the one who was more decisive. She had been the one to stick up for them when they were kits, and she would be the one to carve out a steady home for them and their found kin.
It felt like nothing would ever change, and for once, Sheep was content with that.
He knew it was the rainy season. They all did. There had only been one dry day in the past two weeks, but even then the mud caked everyone's fur and feathers, making it difficult to fly.
Coal had noticed it first. She pointed it out to him, the way the muddy soil had started to creep over the side of the cliff face that they had made their home in. She was concerned about the potential danger that it would cause, but Sheep wasn't. After all, there were no big trees around to uproot and crush them besides the scraggly cliff-clutching magnolia that the Colony had used as a place for meetings and their dinner. It was so far down the cliff that Sheep didn't think it would pose a threat.
In the end, it wasn't the magnolia that would pose a threat, but the mud itself. No-one couldn't fly - the torrential rain made their wings too heavy to lift, like dead weights strapped across their chests.
Sheep screamed and cried and clawed and sobbed while Coal pushed him up out of danger. He tried to reach for her, to grab her scruff, to do anything to prevent what Coal was resigning herself to.
Sheep knew not to doubt Coal.

Level: 4
Age: 10
Long-furred lavender-and-white tom with red coverts and pink feathers. Blue eyes.
Turtle
Level: 4
Age: 10
Short, rex-furred cinnamon calico mink queen with brown coverts and red feathers. Green eyes.
Phase 2
7. Two cats go on a mission. Flip a coin for both. If its heads, the cat dies. Survivors gain 1 level.
Jackson - Tails - Passes
Sheep - Tails - Passes
Both Sheep and Jackson have surpassed Ember in level, which means we do a coin flip!
Tails - Sheep is the challenger.
Ember has been exalted and Sheep made the new Leader.
Wow, we're just plowing through Leaders, aren't we? At least it makes for a good character trope. Sheep my beloved.
Lore
Sheep watches as Ember tried, and failed, to be a leader. Since the death of Coal and Mud, her mood had been worsening to the point that no-body wanted to be around her for fear that she might lash out.
He had grown quite fond of one of the two new cats, Jackson. The two were like-minded in their quiet tenacity.
Sheep will no-longer be a quiet, passive watcher of the world. Ember doesn't deserve to spoil Coal's good name like this.

19. A new faction has been made. Pick four random cats to join it. If there isn't enough cats, choose half of the current population - round down.
Oof, Sheep just can't get a break, can he?
Phase 2 - Aeolian Colony
Lila, Turtle, and Crab have made the Aeolian Colony. Lila has been made the Leader.
13. Exalt the Leader.
Lila has been exalted, Turtle has been made the new Leader.
Lore
"Are you ready?"
"Ready as I'll ever be," Crab replied. He didn't particularly want to leave the Colony - they've taken him in and cared for him like one of their own. In a way, he is one of their own. The bird's wings sprouting from his shoulders is a testament to that.
He doesn't want to stay around Sheep either. According to Lila, the white tom wasn't always like this - cold, harsh, and brooding. He was once quiet, kind, and thoughtful, or at least that's what she said. Lila also described the accident. While Crab understands the pain of loosing a loved one, he can't stand for the constant watching of the other tom.
Crab followed Lila out of the crack in the cliff wall that made up their den, and slunk under the cover of darkness to meet up with Turtle. They didn't fly for fear of waking the others.
Turtle raised her thin tail in greeting, "I think I've found a proper place further up the River Feather. There's a thick tangle of cypress and live oak trees that make a huge canopy there. It'll be a good place for a camp."
Just ten days later a gator snapped Lila out of the air when she was fishing, leaving Turtle and Crab to the mercy of the swamp - and, farther away, the rage of Sheep.
