For your first artwork:
I think that your chibi style's real cute! For
proportions, try to give your chibis (very slightly) longer legs or a smaller torso so that proportions somewhat balances out. You have good shading, so I don't need to comment on that ;)
For drawings that are drawn lightly, especially with pencil, try scanning them if possible so that they can be seen
clearly to the commissioner/audience when posted online, or try using fancy photo editing apps on your phone such as Photo Aviary (or use Photoshop on your laptop if you're feeling professional today). Remember this tip is only important for online sharing of art.
Okay! Let's move to your next artwork:
The fluff on the face and back of the neck can be tousled towards the direction of the wind for an even
windier effect. (I can't believe 'windier' is a real word...)
Also, the eye is a bit too triangular in shape. Remember elliptical pupils are
round with pointed ends - both sides of the pupil should look convex. Examples of pupil shape below:
I'm not sure how to explain it, but try not to make the front of an eye flat, like this:
Instead, try to make it round - the eyeball has a ball shape:
