Locked accounts mean the user has been banned so the only way to return would be to successfully appeal.

If you go to someone's profile and see their profile comments field says "Account Locked" in it, that means the account has been banned.
You will not get banned for trying to log into your account but failing to do so. That would mean it's easy for people with malicious intent to get people they don't like banned! Failing to properly log in will lock you out of your account (that "out" is the important word here, as it makes the distinction between being banned or just being temporarily out of luck), but since you aren't banned your account won't say it's locked.
