In the dressing room, game database, and when dressing a dragon in your lair, the following festival Standards are listed as "head" apparel:

Standard of the Plaguebringer
Meanwhile, the following apparel are listed under "extras":
Standard of the Earthshaker
Standard of the Icewarden
Standard of the Shadowbinder
Standard of the Windsinger
Standard of the Tidelord
Standard of the Gladekeeper
Judging from the release order of these apparel, it appears that by Rockbreaker's Ceremony it was decided the Standards would be "extra" apparel, but the ones released before remain as head items. (As this is not about the art itself I have not posted this in the main thread)
