It's not exactly not not working but it doesnt show up more than 3 dragons to use it on, @subjugation went to scroll a baby and asked me about it not working, so i got her scroll and got the same result as hers

I heard about this issue and checked for myself. I got the same problem. I clicked the scroll of eternal youth I have to see which dragons I could apply it to, and it brought up exactly one hatchling. I have lots of dragons and multiple hatchlings, so that's unusual.
