I have all 11 runes? and it did not unlock the achievement for me. Am I missing something?

Collection achievements have always been finicky - it's one of the reasons they're discontinuing the current achievements system. The only thing you can do is wait it out; keep them in your hoard, not your vault, and hope that the achievement triggers before the system is taken offline, unfortunately.
