cell shading is general one tone shading and highlighting. simple shading is the inbetween, two tone shading and usually a bit blended out, less complex effects. complex cell is blocked out shapes similar to cell shading usually blended out with an airbrush at certain edges. heavy use of airbrush and gradient and hard edges, has a smooth and cleaner feel, best example being the icons. complex shading is blended out, use of multiple tones for highlighting/shading, use of hard and soft edges, colored lineart, and takes the most time and effort. most dramatic lighting or any lighting/shading deviating from the norm also falls under complex shading.
