He's a Pokémon Slowpoke OC, and you can ignore the tiny eyebrows. If you could use the colors from the linked image instead of Slowpoke's official colors, and give him big brown pupils instead of official Slowpoke's tiny black ones, it would be much appreciated. Either sitting or standing is fine, if standing I'd like a little bounce animation, if sitting I would like a blink and tail tip wiggle animation if possible.
