He appears as the final boss of both Splatoon 1 and 2's main story modes, the first boss in Splatoon 3's story mode, and later reappears in 3 during the climax of the final boss fight to help the new Agent 3. He's shown to care for this troupes, from working hard to make the domes more habitable after their defeat in the Great Turf War, having the squadron of elite octolings steal the Great Zapfish alongside many smaller zapfish to deal with the growing energy crisis in the domes, or trying to locate his missing troupes during the start of Splatoon 3's story mode. Despite what some may think, he doesn't actually mind control his people through music or goggles (those are to help the wearer in combat). The anti-inkling propaganda is more than enough, thank you very much. He is still highly respected by most Octarians, even those who left. (offers you the dj octavio mem cake and his sticker on marinas laptop) He's shown to be very loud and boisterous, often shouting in his dialogue or expressing his signature laugh. He's also a certified Dork™ (watch his dumb little dance during the inkantation in 1 and tell me he isn't). He's also very musically talented, as shown through his previous works, as well as his ability to create a remix combining several different cultures and genres on the fly, literally. (note; when talking about the Octarians in any descriptions here, I'm referring specifically to the group of Inkadian Octarians; the ones who've lived their whole lives in the domes. There are other groups of Octarians as shown with Warabi or Shiver who come from other parts of the world and were unaffected by the results of the Great Turf War compared to the ones we often see within the main story modes.)

yes he's a Bad Guy! but he's not a bad guy. bro got dealt a crappy hand and is doing the best that he can. stealing the zapfish probably wasn't the best way to go about it, but uhhh. the last time he even saw an inkling in person was the war. where he got his scar. he was scarred by an inkling (very very very likely cap'n, man they couldn't even divorce normally smh) and has a permanent disability because of it. (did you know that the injury that caused the scar (if not an unrelated injury also acquired via The War, like say. a shot through the heart) makes it so that he canonically cannot shift back to his humanoid form? yeah.)

i dont think someone who was probably pretty traumatized (and had to handle taking care of his equally traumatized people in a very new, and really really bad living situation, likely pushing aside his own feelings for the good of his people), after a hundred years, was gonna make a "good" decision. or ask the ones who caused all that for help. my man was running on spite and ptsd at this point.


i will say that s2 does put him in a poorer light. however i am of the opinion/have the headcanon that it was just some sort of arrangement and less of a kidnapping and forced brainwashing, ie callie wanting to get away from all the stress post-finalfest and octavio gave her an opportunity to get away from it all, at the cost of helping him out of the snowglobe (and maybe yoinking the zapfish again). and the "brainwashing" is either a show for the dramatics, or maybe there is a little bit of it and its moreso to get rid of all the nasty, icky thoughts plaguing her thats causing all the stress, and let her relax and be a bit free-er

the s2 relationship chart lends to this a little with callies "okay, fine. i'll hear you out", plus im a sucker for the dynamic they have. just a gal bein' slay and her cringefail supportive gramps <3

>anarchy (neo agent 3) - one of the only nnss agents he can tolerate, other than agent 8 (still harbors resentment towards captain 3 and agent 4, though more so the latter due to that damn rainmaker he got to the face) - they adopted him as their unofficial grandpa. he had no say in this and couldnt stop it - shouldnt have saved them (and made a dope remix of the calamari inkantation on the fly while they fought a giant bear in space) if he didnt want to be adopted, idiot - eventually goes along with it. if cuttlefish can adopt the original agent 3 (and agent 4 through his granddaughter/s), then he can have a grandkid too. as a treat. (capn was too late to adopt agent 8, off the hook already adopted them obviously)

>soup (smallfry/anarchy's little buddy) - tries not to antagonize and stay on their good side. he saw what they did to that bear. - probably gets along with them fairly well due to the octarian salmonid trade agreement, and changes he made that came from it (ie learning salmonid was a necessary subject in their schooling to be able to communicate with them, as well as learning about their culture and the trade agreement to be able to interact with them respectfully) - soup having been raised outside of a school (and not really knowing much about salmonid culture himself, other than stuff he instinctually knows) and as a scrap hunter by anarchy, does not care about this. he just likes the dj's songs

>craig (cap'n cuttlefish) - fellas is it gay to finish your once friend-turned-enemy now reluctant allies sentence that just so happens to be the phrase related to a song thats been used to defeat you twice and that you are now making a banging remix of to defeat someone else (aka apparently the og phrase that the 'that heavenly melody' line is addapted from is waaay more deep, 'to hear it is heaven, to sing it is paradise'... and craig starts it and octavio finishes it in splatoon 3.... kinda gay tbh 🤨) - divorced but they're getting better - they're finally out of their divorce arc! they're now just kinda vibing... and maybe even... rekindling their relationship? 🤨 - ex ally/friend/lover turned enemy and nemesis. currently on better terms as of the events of s3 - the one to give octavio his signature x shaped neon green scar. a parting gift from the seige of arowana castle - the first squidnap during s1 was because of cuttlefish poking around where he shouldn't have. every other subsequent one whenever octavio escaped the snowglobe was just him being petty (and also in retaliation for being shoved in said coddamn snowglobe) - as soon as the slightest hint of tension between the two started to form after the grizz fight, the three's teamed up to shove them into a 'this is our get-along' shirt. it might have worked a little too well..

>callie (agent 1) - originally her squidnapping was just meant to be another routine break out of the snowglobe and squidnap cuttlefish, but cuttlefish wasnt there (on the mission prior to octo expansion), so callie was simply a replacement - mind control wasnt even a thought that crossed his mind during the start, she was simply a captive while they waited for one of the nss members to show their faces... which never happened (until s2) - callie ends up being a pretty good influence on him during her time there, even before the slight mind control. ends up being pretty good company, and her changes and makeovers to different parts of the canyon help liven up the place - the mind control happens after its been a while, and callie in a moment of desperation just doesnt want to think about the fact that no ones come looking for her yet. definitely some stress, anxieties and insecurities that had been growing for a while affected her decision as well - callie adapts really well to dome life, there was a reason other than her loving the look of the shades that kept compelling her to wear them, you know. it was a nice break from all the stress and anxiety she was dealing with back in inkopolis - ends up getting a pair of non-hypno shades (no hypno tech, just fresh LEDs) as an apology for the mind control as well as the squidnapping. she absolutely loves it - also holds the title of one of the only other nnss agents he can tolerate because of that whole fiasco (at least until he begrudgingly ends up inevitably tolerating the others)

>nuisance (agent/captain three) - a nuisance (endearing) - enjoys annoying octavio, much to his displeasure. it started when he was first trapped in that damn snowglobe, and now after the events of splat3 happens even more so due to proximity. though octavio doesnt mind it as much now - tolerates them, though the extent ranges from day to day - probably sees a lot of craig (mainly from when he was younger) in them - gets a kick out of them doing some dj on the side as a hobby. the two eventually bond over the shared role a little, octavio maybe giving them some tips and tricks he's learned over the years

the other nuisance (agent four)
- a nuisance (derogatory)
- just barely tolerates them. he hasnt forgotten the rainmaker. (he still has a small scar where it was slammed onto him, its miniscule but its a constant reminder of the pain of suddenly being used as a rainmaker base)
- slowly begins to tolerate them more as his interactions with the nnss become more and more frequent and his relationships with the other agents grow more and more
- eventually when he's no longer salty about the rainmaker incident (which takes quite a few times of watching four being clumsy, tripping and eating $&*! alongside other events, maybe seeing someone else get dunked on with the rainmaker) four gets matching shirts
- octavio's has 'i got dunked on by the rainmaker and all i got was a concussion', four's has 'i dunked the rainmaker onto the king of the octarians and all i got was this lousy shirt'
- (the other agents have similar shirts for their own experiences, cap 3 & 8 have matching ones for their time in the metro, while the neo's (anarchy & soup) gets one for their experience with grizz. honestly calie, marie and craig probably also have shirts. they just made it a squidbeak tradition to have a funny shirt to distract you after experiencing the Horrors)


eight (agent eight)
- other than anarchy they're the agent he gets along with the most
- enjoys listening to them when they ramble about their job around weapons. he likes hearing octarians enjoying themselves and being happy, and seeing eight get excited about the weapons they worked on recently is no exception
- (the nnss was wary about octavio learning about their weapons but like, whats there that he doesnt already know or has faced? and anyways, hes on their side now.. sorta, so its all good. he doesnt even care about the weapons he just like seeing one of his people being happy, and if all he has to do to see that is getting his ear talked off, then so be it)
- ends up adopting them. he doesnt care if oth already adopted them, they're his grandkid now


might refine this section and make it similar to the relationship charts for s1/s2 (and s3 once we get that one revealed... eventually?) and give everyone a single sentence/quote for how they feel, and then maybe a little extra to try and keep it from getting too busy
