Gale Valley

Some ideas:

Territory is split into 3 different sectors with different leaders for each group. One main leader (Amurisa) has a higher position than the three leaders. Amurisa spends the day in Sector 1 but sleeps in the safest part of the caves (sector 2)

Gale valley looks like this sorta? The dergs live around the cliffs

Sector 1: top of cliffs (grassy area)
[dragons here usually discuss more important matters like management of the clan, etc.]
Sector 2: inside of cliffs
[general community, hatchlings, etc.]
Sector 3: in the valley
[farmers, gatherers, hunters, other jobs etc.]
