This is Cosmic!
This dragon is what's called a Mirer. (He's specifically a modified Mire Fisher.) He can train 2 other dragons in the Mire, if you know how to use him. Those 2 dragons can be either 2 permas (if you need your own level 25), or 2 fodder which can then be exalted for profit. The most profitable level for exalting is generally 5-7. (A bunch of level 5s is most efficient unless fodder dragons are especially expensive.)

(2 meditating enemies also okay; you just want a maximum of 1 scratching enemy so you don't lose a ton of HP while getting breath together to use eliminate.) You will also want to watch out for 3 packs of contusing enemies, since contuse lowers your damage and can mess up your first round.

I would run from any wartoads you encounter while training fodder, and don't be afraid to refresh the page if you're getting low on health. (Refreshing starts you over without losing energy; if you use the "flee" action, your dragons lose some energy and you may have to feed them.)
