Raised by jewelers and artisans, Immie grew up very familiar with upper crust of society, though her status at her original clan never let her into it. Determined to break her way in, she came to the rapidly-growing city of Greenport while its own upper class was still emerging. She was quite successful in her endeavors and eventually managed to secure for herself a position on the Council of Six. Despite her public persona, though, she didn't get to her current position by just talking to and befriending the right people.
Immie has an excellent sense of public opinion; she can accurately predict the reactions the general public will have to the Council's decisions. Lisil finds her skills quite useful, as her predictions remain accurate even as the culture of Greenport changes. Immie keeps in touch with the community of Greenport by being an active member of it, buying apparel and art from local craftsdrakes and attending festivities. She can be vain and a little petty, but her eye for beauty is unmatched. She's an excellent speaker and holds strong opinions on even mundane topics, so she's able to engage any dragon in excellent conversation.

It sort of reminds me of those "accurate angel" illustrations - it looks beautiful and celestial, but also eldritch & kind of spooky at the same time.

And the "mystical" vibe of her outfit goes really goes well with the fact that she can predict things too.
