"Summoned it, as near as we can tell." Ysalka rolled her shoulders in a shrug and scuffed her feet on the floor. "We can't tell from where, before you ask."
Azsuna frowned, lowering her head from the sprawl of maps and charts piled up around her until her jaw rest nearly on the floor, eyes rolled down to regard both the hatchling fae perched between herself and the snapper who had brought him, and the strange familiar that attempted to hide behind him. "The creature," the great imperial said at last, "resembles those reported from portal sites. Perhaps he found it following a patrol."
"It did not follow anyone," Ysalka said again. "He put a claw to the air and it came to him from it."
"You would have me believe a hatchling opened a portal?"
"A hatchling summoned a creature consistent with portal sightings," Ysalka corrected. "I would have you believe our reports are accurate, ma'am."
Aszuna sniffed faintly. She lifted her head and returned to the charts. "Have them filed with intake. Krushitel and Alexandretta will want to study them, at least."
Ysalka nudged the hatchling. "Well then, little one. Welcome home."

Uchu sits very still when speaking, to the point of being slightly unsettling to other fae, who are used to reading each others' fins. If one pays attention, however, it quickly becomes obvious that the motions of his familiar, Ochus, are filling in the same role. Though they are still new to each other, the bond between dragon and flyer is strong to the point of telempathy.
Though uncommon, it is not unknown for the dragons of Uchu's birth clan to possess the ability to summon a familiar who in some way resembles them. The method by which this is accomplished is of some interest to Delphi's arcane research teams, who have immediately snapped the young fae up for training and study.
Currently, he is in Ysalka's charge, learning the basics both of the department and the clan itself.
