Exalt fodder actually has pretty good potential for black market lore... A clan falls on hard times and sells hatchlings to be used as warriors by other battling flights in order to keep the rest of the members safe and fed.Not all hatchlings are as lucky though... You can't help but wonder what happens to the ones who land in a bad clan. Or don't find a new clan at all...
Crime syndicates deal with drug trades, black market items, paid assassinations, and fodder trade.

Younjith was born in an once-mighty Nature clan that had fallen on lean times, and once she hatched her clan chose to sell her so they wouldn't have another mouth to feed. Delphinium was born into a Light clan with too many dragons and not enough space, so his clan sold him to a black market syndacate to give the clan more space. Both being blessed by the gods would make them more profitable for the clan and for the syndacate. Scout Leader Tigger found both hatchlings during a secret raid in the black market and brought them home.
