Pluto was born out of the condensed mana in the underworld, not as its lord or master, but as a collective consciousness of the underworld itself.

In the underworld time does not flow the same as how one would expect it to do in the material world -- so does in Pluto. For eternity Pluto was merely a floating sense of self enclosed in an indescribable amount of mana. None of its existence could reach beyond what mana in the underworld can reach, for it did not have a material body to contain its existence or convey it across the barrier between life and death.
