RAQUELL
High Magus of Xioun

From a young whelp, Raquell had always invested herself in aiding in the plights of others smaller and weaker or less confident than herself. As a venom dragon, she could back up her defensive actions as well, but nothing ever stung more than the sharp words she could send after a bully. So as she aged, she began to broaden her horizons into peace-keeping and politics; nothing could have prepared her for how willingly cruel and corrupt the world could be however.

It didn't deter her; she learned diplomacy first, then blackmail after. Trade negotiations, bribery, and carefully veiled threats became frequent tools under her belt, but nothing seemed to work fast enough for her liking. She was immortal, but the people she loved and cared for were not. How many generations of a family would be born and fade away before any meaningful change could come to effect? It sometimes felt smarter and wiser to just raze things to the ground and begin anew, but she fought against the urge to destroy. There were good things to preserve; some parts of the rot just needed to be carved out and reworked, or replaced entirely.

But worse still was the knowledge to her that she could only be in so many places at once. What she could do for one city wouldn't stretch out to their neighbors necessarily. She needed to do more on a grander scale. She didn't want to just fix one city to move on to the next. She wanted to be a beacon of hope, kindness, and compassion to all others around her. She would also need the power to back it up, and to teach that kindness didn't necessarily mean a lack of backbone. And so she reached out to others of like-minds, and proposed an impossible task:

To build a kingdom with no king. A realm where all who lived there would never have to worry about going to bed hungry, without a roof over their head, or with the fear that they wouldn't wake again from sickness. There would need to be systems in place to discourage corruption, or to root out abusers, but also to treat every civilian with respect. It was a difficult task; there were so many different ethics to consider, but she was stubborn in the fact that nobody in her kingdom should be afraid to call out the ones in charge. They would need help. They would need to be willing to check themselves and each other. But they would also need a leader. And truth be told, none of them could think of anyone more qualified for the job than Raquell, whose unwavering need to protect and serve had initially brought them together. Raquell hadn't wanted her kingdom to have a king or singular ruler, but she agreed under the condition that the Council she formed would have just as much power as her, and would deter to her solely to ensure things were fair and balanced.

And so Xioun was born, and Raquell began her reign as the High Magus.
