Haruspex- a religious official in ancient Rome who inspected the entrails of sacrificial animals in order to foretell the future
An ex-cult leader on the run after he was found out. Manipulative.

Haruspex was a cult leader, he was charismatic and encouraged other dragons to follow him, do what he said saying it would help them, which eventually became a full cult.
The officials in the area (it was a large city in earth territory) did not like him and considered him a threat and a nuisance, but couldn't do anything since he wasn't technically doing anything wrong.
But he kept gaining more power and more followers which was pretty concerning for many people. He eventually convinced his group to move away into the desert to keep his enemies off his back (he said it would be good for them, the air was purer, there would be less distractions from spiritual activities)
He didn't go far away enough, other dragons sent some to infiltrate his group.
Eventually one dragon tried to take his life, he had them killed. He hadn't done it before, but then realised that he had this kind of control over his followers. The death of a dragon was all the others needed to launch an attack.
So the city officials and some other dragons that didn't like him decided that he should be imprisoned (or killed in the case of those that were really peeved)
He panicked and had his followers attack them, leading to a pretty bad fight
Which he then realised was a mistake as it just got him in more trouble
So he ran away and abandoned everything
