Leo was once a WInd Clan Member, until he was kicked out by unknown reasons. He was wondering around the Leaf Dragons's teritorry until his body gave up and he passed out for longer then 5 days. When he woke up, he was in the Medical Den, and he saw Leaftycon searching for maedicine. He got a warm welcome firstly from her, then all the other kind members.
He never left the clan's side, even if he had to gave up on his dreams for them. He stayed loyal, and that's how he became a council member.
