She is the clan's official engineer
also the lightning ambassador.
She moved in with this clan to experiment with wind turbines and their ability to generate power.
Also wants the coolest hot air balloon but it's not gonna happen.

Since she is lightning, she can wear metal and work with electricity with no ill effects. She says it makes her feel more comfortable. Be careful you don't get a static charge from her!
The clan gets its electric power (and energy for general appliances and things) from a number of windmills spotted throughout the land, reaching far into the clouds. Deva is in charge of inspecting them and keeping them in tip-top shape.
It was an ordinary day, up until the twisting crescendo mysteriously vanished. Deva, like many other dragons was concerned, and was at a loss as to how to keep the clan's machines going. It wasn't long before she ran out of steam and quick fixes, but instead of grieving openly Deva chose to sequester herself and become occupied with other work, avoiding the issue at hand by solving a different (new) puzzle.
'Perhaps', she thought to herself, 'now would be a good time to revisit my balloon upgrade, and develop new strategies for maintaining lift, or maybe work on a new design to make work more efficient'.
This new challenge had made generating power for the clan a difficult time indeed...

Another dragon entered the room, and Deva looked up from her blueprints, "yes?" she asked, inquisitive about her new visitor. It is sometimes difficult to read her expression due to her goggles, however she had briefly removed them to inspect a section of the current blueprint.
She could now clearly see the imperial standing before her.

"When do you think we'll be able to use the windmills again?" he asked. It was obvious from the distraught expression that Garibaldi was hoping for any sort of answer, and desperate for even the smallest of breezes to once again grace the plateau.

"I'm sorry, but I do not know" Deva replied, "like the rest of you, the disappearance of the twisting crescendo remains a mystery. I am trying to think of solutions to power the clan, but for so long we have relied on wind turbines that we do not have many other resources on hand"
She glanced up to see the despairing expression on the other dragon's face
"but don't worry! I have sent a courier/messenger to an associate in the sunbeam ruins, hopefully I can get some insight into utilizing solar energy, which we could use in the meantime"

Garibaldi took in this information carefully... "Okay, well it's good to hear that you have ideas. We've been yearning to do/use (x), but I understand it's been difficult for everyone here"

"Yes, indeed it has. I've not experimented in solar energy, the shifting expanse isn't exactly known for its clear skies" she paused thoughtfully "I wonder... if I can manage to get something up and running, we could generate an artificial breeze of sorts. It won't be enough to replace our famed twister, but perhaps it could begin a chain reaction. At the very least it should lift our spirits some"

The imperial nodded "yes, ever since it stopped spinning the clan has been thrown into a funk. Maybe if we can fly the smallest bit, we will gain a glimmer of hope."

Deva nodded "then that's that - I shall begin my work at once!"
(She shooed the other dragon out)

"Now, where do I begin?"
