If Gloria is the mayor, then Waiwai is the secretary. And her husband.
He's in charge of a lot of the more important stuff that goes on in the Quarry; infrastructure projects, disaster plans, the whole underground lab thing, stuff like that. He has a very chipper and friendly personality, always ready to help out if anyone happens to need his expertise.
Hailing from the Shifting Expanse, Waiwai has seen his fair share of workplace accidents and is always closely working with the rest of the Quarry's more 'official' folks to keep them as minimal as possible.
