There was eternal darkness, and Hogger materialised from it. He whipped his tail, and there was light. Hogger was pleased. Out of light he formed a new being, a female resembling himself, and together they created the Land, and Hogger was pleased. They had 3 divine cubs together, and they all three ascended into the heavens to serve the gods, but not before they created many different beautiful species of dragons to enjoy the Land.
And Hogger was pleased.
He changes forms from time to time, but is mainly consistent of dark space greed particles.
