Rally Eliminate: all except Kelp Tender, Mammertee, Depin and bosses
Scratch + Eliminate: all except bosses

Blight is the only one who needs Rally and the other dragon (Water) needs Reflect. Reflect prevents the bosses from doing any damage at all. Always apply Rally before Reflect if you're going to apply it.
Water before Blight. Most enemies will need Scratch + Eliminate so the Water dragon can provide the Scratch.
