Clan Matriarch

Inside the windmill, you spot a massive bejeweled guardian, with the stormseekers you had seen before resting placidly on her back and wings. Noticing your presence, she raises her head and offers you a gentle smile. You realize with a start that the runes surrounding her head are actually dozens of glowing, cyan eyes, mirroring those of the birds that flutter across her spines. "Ah, so you're here, strange one. My children had seen you down in the outpost. What brings you to me today, wanderer?"

A powerful seer, despite her elemental affiliation, who has always been a natural wanderer. Born without parents, she was raised by the open sky and lush highlands, watching brightly-colored kites fluttering in the breeze, soaring dragons of all shapes and sizes and colors, carrying messages to every corner of the globe. In (albeit unintentionally) creating her clan, she found that her skills could be used to help others find their own unique paths and fates, as she had once sought out her own.

Storms were borne of wind and water, and so was she.

As a young dragon, searching for her charge, the small guardian found a small, scrawny, abandoned crow. After being unable to find its mother, she took it under her wing, feeding and caring for it. Eventually, the crow left to live on its own, and though she was saddened by the loss, she knew that all birds are destined to leave the nest. To her surprise, he returned the next year, with his mate and hatchlings. And the year after that, his hatchlings left and returned with families of their own. And so her flock grew, and grew, and grew.
Unlike the dragons of her species' homeland, her visions come through the winds and tempests of the plateau, her Storm Seekers flocking to the thunder and gales. The flock serves as her thousand eyes over the land and aids in her clairvoyance. She nests apart from the clan in a windmill upon a tall rock spire, known as the "raven's nest", with her charge. Though eccentric, she tends to be very patient and wise, and prefers to let Yunwin and Oceanblood do most of the leading of her clan, as she doesn't feel the position of leader would be very well-fulfilled by a soothsayer with a thousand birds. The clan respects and trusts her decisions though, so she ends up being the final verdict on many matters in the clan.

She's a guardian with some minor clairvoyance and a flock of storm seers that basically help her watch everything, which kind of adds to the eerie vibe people get off of her. Her visions led her to this place, previously occupied with only an abandoned windmill and perched far on the edge of the land that could be considered the millmeadows, where she felt she should place her nest. The tiny settlement unintentionally grew into a clan of friends and then family, becoming a bustling little shelter for travelers seeking to traverse the twisting crescendo. Other, smaller ruins dot the landscape surrounding the jagged outcropping of stone that cradles the tiny, cluttered outpost.
