 JUSTINIAN TACTICIAN FOR THE INFORMATION DIVISION «- - - - - - - - - - - - - ❖ - - - - - - - - - - - - -» When the world was new, the Lightweaver created the first dragons: modelled after herself and thrumming with unbelievable power, this original 'alpha' subspecies were known as Heralds. Iustinious Dei was the first: her first son and the first demi-god of Light. It was he who built the capital city of Ieri Poli and led the pantheon of Heralds which would guide the new mortal dragons in all matters. He was the land's ultimate power yet kind. His primary domains of community, justice, and council helping form the pillars of society in the Sunbeam Ruins. For a thousand years he reigned in a golden age, known to all. And then, the Shade remnant began to stir. Deep in what would become the Hewn City a massive creature was stirring and with her first steps the Shade returned to claim what it had once ruled. A war broke out, helmed by Iustinious himself. At great cost, the Shade was beaten; but Ieri Poli lay shattered, the population decimated. Grief-stricken, Iustinious retreated to his temple. As centuries went by, he was seen less and less, before one day he simply disappeared. That was six hundred years ago now. When the Syndicate was recovering from Nightshade's attempted coup, Koschei found himself needing contacts to replace those who had been lost to their move to the Wasteland. As he hunted for information, he found a man who went by Justinian. He claimed to be a tactician and scholar, and certainly seemed to be an incredibly intelligent and well travelled man. As such, he was a welcome addition to Koschei's ranks. Justinian is an odd one. There's something about him which seems ethereal. He keeps his room and himself very clean, his tone almost musical as he speaks. He keeps his eyes covered, but there's no question on which flight to which he belongs. Every light source seems to dance around him as he moves, cane tapping gently ahead of him in a soft little melody. He's incredibly easy to talk to, his kindness evident quickly and his breadth of knowledge and experience startling to hear about. Importantly for the Syndicate, his skills as a tactician are razor sharp. Despite his gentle nature, his ability to plan and execute is brutally efficient. He can crush opposition with an iron fist and halt any measure to counterattack. He is always twelve steps ahead.
