Sioc is the oldest member of the Council. He is known among the clan for his stoic nature. Although he rarely verbalizes his opinions, they are never hard to predict. A strong believer in tradition, Sioc believes the old ways are the best ways.

Although he has great battle skill, Sioc has little inclination towards fighting. Instead, he makes his place as the clan's records keeper. He has taken on the duty of remembrance. Not a hatchling is born or a dragon dies that Sioc does not know by name. He firmly believes that any decision needing to be made in the present can be determined by lessons from the past.

When Kestrel wound up in a corner of his den one night as a hatchling, hiding from a thunderstorm, the elderly imperial took her under his wing both literally and figuratively. He quickly found that she had a knack for memorization, and as a youngling she helped him file his records with perfect organization. As she grew up, the two fell into a comfortable companionship. Although they are not close personally, Sioc appreciates her calmness, unusual among younger dragons, and she appreciates that he does not feel the need to make small talk, unusual among older dragons.

Sioc is the oldest dragon in the clan, and now only rarely leaves his den. He still carefully maintains his records, but it is Kestrel who brings him back the news of births and deaths. Too old now to venture out into the desert to record plants and wildlife, he sends Kestrel in his place, as she is the only one he trusts to bring back correct information in sufficient detail. Although Sioc has not formally named her his apprentice, he hopes that Kestrel will continue his work after him.

Sioc has had a number of children by several different she-dragons, but he is not really the fatherly type, and all of this children have left to find homes in other clans.
