A series of small canals run between the Triune Sea and the Sea of a Thousand Currents. For dragons traveling and trading between the lands of ice, wind, water, arcane, and plague, this strait is a great way to travel by water, and the collection of small floating islands lends a great place for weary fliers to rest. It was natural that it became a bustling post as dragons came to capitalize on all the traffic, offering food and lodging for couriers and wanderers alike.

It didn't become an official town until much later. Word got around about a committee being set up, and those who were interested showed up to a meeting to assign some rules to be voted on and give the town a name. The naming part didn't take long - the place had already been nicknamed Kalivan (meaning "gallivant") by the townspeople. The enforcing part took a little longer.

The committee decided to hire some mercenaries to keep people from disobeying the new rules, and not everyone liked them. Most got used to it pretty quickly (they had all agreed to the rules, after all, and these enforcers were rather reasonable), but not everyone. Those less inclined to this change dispersed to the outskirts of town, and no one has heard from them since.
